ANALISIS RESPON MASYARAKAT MUSLIM DALAM MENGGUNAKAN JASA "BANK EMOK" DI DESA MARGAMUKTI KECAMATAN PANGALENGAN KABUPATEN BANDUNG DALAM PERSPEKTIF SYARIAH

Masyarakat Desa Margamukti, Kecamatan Pangalengan Kabupaten Bandung, selama ini telah mengandalkan pinjaman dari rentenir, yang dikenal sebagai "Bank Emok," untuk memenuhi kebutuhan konsumtif. Hal ini disebabkan oleh ketidakpastian penghasilan dari pekerjaan mereka, yang belum mampu memenuhi kebutuhan atau keperluan secara cepat. Tujuan dari penelitian ini adalah untuk mengetahui respon masyarakat muslim di Desa Margamukti, Kecamatan Pangalengan, Kabupaten Bandung, terhadap keberadaan "Bank Emok." Selain itu, penelitian ini bertujuan untuk mengidentifikasi pandangan syari’ah terhadap jasa praktek ’’Bank Emok’’ ini. Metode penelitian yang digunakan adalah kualitatif , Pengumpulan data dilakukan dengan menggabungkan berbagai teknik, analisis data bersifat induktif, mengingat data yang dikumpulkan bersifat kualitatif dan situasi lapangan penelitian bersifat alamiah tanpa manipulasi atau eksperimen. Teknik pengumpulan data melibatkan dokumentasi, observasi dan wawancara. Hasil penelitian menunjukkan bahwa respon masyarakat terhadap penggunaan jasa praktek "Bank Emok" cukup antusias yaitu sebesar 59.91% atau 1.040 orang dari 1.736 Kk di RT 09 RW 26 Desa Margamukti Kecamatan Pangalengan terjerat Bank Emok. Maka dari segi perspektif syariah, antusiasme masyarakat harus dihentikan. Karena didalamnya mengandung unsur riba dan kafalah yang cacat, yaitu rata-rata bunga dari pinjaman sebesar 20% dan tanggung renteng pada Bank emok ini menghadapi sejumlah masalah, baik konflik internal maupun eksternal, dan tetap bersifat haram karena yang ditanggung adalah utang riba sehingga dapat merugikan bagi masyarakat Desa Margamukti Kecamatan Pangalengan.

Abstract
The people of Margamukti Village, Pangalengan Subdistrict, Bandung Regency, have been relying on loans from moneylenders, known as "Bank Emok," to fulfill consumptive needs. This is due to the uncertainty of income from their work, which has not been able to fulfill needs or necessities quickly. The purpose of this study is to determine the response of the Muslim community in Margamukti Village, Pangalengan Subdistrict, Bandung Regency, to the existence of "Bank Emok". In addition, this study aims to identify the shariah view of the "Bank Emok" service practice. The research method used is qualitative, data collection is done by combining various techniques, data analysis is inductive, considering that the data collected is qualitative and the research field situation is natural without manipulation or experimentation. Data collection techniques involve documentation, observation and interviews. The results showed that the community's response to the use of the practice of "Bank Emok" is quite enthusiastic, namely 59.91% or 1,040 people out of 1,736 Kk in RT 09 RW 26 Margamukti Village, Pangalengan District. So in terms of sharia perspective, the enthusiasm of the community must be stopped. Because it contains elements of usury and defective kafalah, namely the average interest on loans of 20% and joint responsibility at Bank Emok faces a number of problems, both internal and external conflicts, and remains haram because what is borne is usury debt so that it can be detrimental to the people of Margamukti Village, Pangalengan District.
