STUDI KRITIS REALISASI ANGGARAN SEKTOR PUBLIK DITINJAU DARI DALAM APLIKATIF KARTU INDONESIA SEHAT

Penelitian ini bertujuan untuk mengetahui proses realisasi anggaran pada pengguna Kartu Indonesia Sehat dan untuk mengetahui peran stwewardship theory berdasarkan realisasi anggaran sektor publik pada penerapan Kartu Indonesia Sehat. Penelitian ini menggunakan data primer yang didapatkan dari metode pengumpulan data berupa wawancara langsung dan data sekunder yang telah ada atau dengan kata lain data diperoleh secara tidak langsung melainkan melalui media perantara (diperoleh dan dicatat oleh pihak lain). Metode analisis data yang digunakan adalah reduksi data, penyajian data dan kesimpulan atau verifikasi.
Hasil penelitian menunjukkan bahwa RSUD Labuang Baji Kota Makassar sebagai perpanjangan tangan pemerintah yang menangani langsung pasien pemegang kartu KIS-PBI telah dirasa cukup baik dalam hal pemberian pelayanan. Mengenai pengajuan klaim rumah sakit kepada pihak pengelola KIS-PBI yaitu BPJS Kesehatan tidak menemui kendala yang berarti. Adapun memiliki peran yang berguna bagi penyusunan hingga perealisasian suatu program anggaran.

ABSTRACT
This study to determine the payment strategy perfomed by Kartu Sehat. This study uses primary data obtained form data in the form of direct data and data that already exist or in other words data directly processed by other media. Data analysis is data reduction, data presentation and counclusion or verification.
The result showed that RSUD Labuang Baji Makassar City as an extension of the hand of the government that directly handles patient card holders KIS-PBI has been considered quite good in term of service delivery. Regarding the filing of hospital claims to the management of KIS-PBI that Health did not encounter significant obtacles. As for having a useful role for the preparation the realization of a budget program.
